GAH! I'm so n00b- I missed the WIP posted ^^; lol.
Wire frames or construction lines- they're really handy to use to layout your picture, I specifically love them cause I draw on an angle, and my gravity becomes off if I don't use them, but I'm gonna add to the whole construction lines thing.
Get scandalous.
Draw them naked with no hair when you draw them? Why? Cause Killy is perverted? Nope. Cause what you do is when you're happy with the positioning of the naked body (it doesn't have to be detailed with muscles and private parts unless they would show through the clothes), then you draw the clothes and hair on the body. The key with this is, that you KNOW where the body is, so it's easier not to cut limbs off, or elogate something too much.
For a visual, excuse the crap quality of the scan (I used a REALLY bad scanner to scan it), here's the sketch version of a comic page I did.
Notice that I only give it vague shape? With that vague shape down, I can get an idea if I like how the picture is going positioning wise, flow wise, if the gravity is right, but most importantly to you- if limbs are the correct size or not. I find flipping the picture horizontally helps to see your mistakes. IF it's weirdly shaped, it'll look lopsided if flipped horizontally. Make it look right both ways, and you have a winner :) PS CS4 should do that in a snap (For pencil artists- flip the page and holding it up to the light. I've tried it, and it's a proven method for making balanced pics :) )
In case you want to know how it ends up, this is the final version of the page-
IF you draw clothing and hair onto a bare body, it'll make life like... a million times easier. I'm starting to cut corners alot with art cause I'm familiar with certain poses and with hair, but till you feel confident in doing it, sketching doesn't take too long :)

How heavily do you want to be critiqued? I like to ask first incase the receiver gets more than they bargained for. I see alot in art

If you could give me some tips that are easy to understand and easy to apply, that would be great! But if you only have got tips that only someone with like 5 years of drawing experience could appy, you don't have to make the effort of writing that down if you know what I mean.
But I DO want to get better at drawing, so you can critizise (I probably misspelled that word, my english isn't that good) my drawing if you think it'll help me.

HAH! You underestimate how essential practise and development is with art :) MOST stuff with art can be applied by anyone of any skill level. It's all about practice, and more importantly, understand how and what is wrong.
