EDIT: I forgot to mention that he cannot hear. He has no inner ear structure. That is why he has super perceive ability.

Unfortunately, he was thought to be an alien, so Russian scientists did experiments on him. They injected him with "No-Ear Syndrome" to see if it had any effect. Surprisingly, he lost all ability to hear. In order to cover it up, they superglued his ears shut.
