Well... this is horrid news. Really feel sorry for you guys. =(

From my understanding of reading the article, it's more the problem with Sega being picky about who it wants as a publisher rather than NIS America itself.
I really, really hope you guys are still at least getting Persona 5. Really, this news feels like nothing more than a big kick in the balls, and from my understanding, you guys tend to get enough trouble as is getting games over there at times.

Personally, won't bother me too much. I was thinking of importing the Japanese PS3 version to begin with. Only reason I haven't yet, aside from not having seen it be available for pre-order yet, is because I was thinking of waiting for news on its release and whether said release would have Dual Audio. If it didn't, I'd import.
If they aren't releasing it in Europe, I'll import. No biggie for me.

Seems like there's more info here. Apparently Sega is dropping NIS America because they want to do the publishing for now on. So while that may not change much for America, it screws over the European market.
It also seems like at this rate, Persona 5 is going to be nothing more than a dream unless Sega decides to find a publisher for Europe, as the last game slated for release over there from NIS America is going to be the new Odin Sphere game coming out in June.
I gather the only reason it took this long to drop NIS America from doing the publishing is because only just now did Sega finally finish acquiring all the rights to owning Atlus.

I do not recall ever hearing of a GAME being region-locked, but only the consoles...

I know and that's because it was a spectacularly rare thing. In fact to my knowledge it was the only case I've heard of.
I was wrong about Persona 4 Ultimax though...I mixed it up because it was delayed for an absurd amount of time due to localisation issues. It was possible to import it though, just not something that was stocked in my local independent game shops.
