D-Did you read the other info? The country has no defense attorneys. It's pretty easy to be undefeated then.
Gaspen isn't incompetent, you know? Just not a genius. So a competent prosecutor can easily be undefeated when there are no defense attorneys.

That may be the joke, but there's still a difference between a high prosecutor and the chief. That he could make it up there in one year is irrelevant when the prosecutor's office in that Kurainian district is so lax that they'd allow in some guy who got kicked out of his own country to take the last guy's place.

It makes sense that Phoenix has been sent in to investigate, and Payne is just a figurehead that so happens to get in the way.
