It's not about being deep; it's just about being nonlinear. If he truly was all fresh roses, then he wouldn't even have a role in that episode, needless to say be a person of interest.
And uh, I'm not sure what you're saying about his stereotype. Being a French maiden is being French by the definition of the phrase, yes? He doesn't fill in all the stereotypes that surround the French, but that wasn't the point. It'd be difficult to write a decent character purely on stereotypes anyhow.
As for caricatures, I agree it doesn't work for every one. Yet, I can easily see most fall into some sort of archetype - not cleanly, of course, but that's the magic of good character building. You expect one thing from someone and you are met with other things that may counteract or conform to your initial expectations. Imo, the best characters are those that are developed the most, not necessarily those that undergo the greatest changes. Granted, a good character tends to undergo a great change depending on the central conflict.
I wouldn't say this discussion is completely off topic. The AA games have long had difficulty with accurately measuring cultural diversity and today's big social issues, as Japan has different stereotypes of cultures than others do.
Obnoxious is as obnoxious does, though.
