There's the central area at the front, which is the theater. Then there are the two sides, which are tall, massive and symmetrical L shaped buildings. And finally, there are those garden parts between them, and the gardens are connected by that underwater passage.

But I think he means that Quercus was based off a tree because the embassy is based off a forest temple.
