I don't take sides when it comes to this debate. It just depends on what sort of (step)ladder it is. If it folds, it's a stepladder, if it doesn't... then it's a ladder!

I found a STEPladder lying on the ground at Dreamworld once. I KNOW it's a stepladder! It even has a platform.

As everyone can agree, stepladders may be ladders, but never the other way around. Why is that? It's simple; because the former has a particular attribute to it that separates it from a universally recognized ladder. It can fold out into an A-frame and stand on its own, while a ladder must either be leaned upon or attached to a solid surface. It's self-explanatory up to here.
Now, consider this. Why would there be a need to specify between the two if one word accounts for all? It's the very reason why we all have different identifiers of similar objects: to prevent the two from being confused for each other.
If I had a basket of tangerines, I could very easily call them "oranges", as they're rather similar to each other in color and somewhat in taste. And yet, the two originated from completely different regions of the globe. Would it still be fair to call them the "same thing" if they look and taste similar? By that logic, we might as well be fooled by docile king snakes to think they're venomous coral snakes, or call Phoenix Wright "Mr. Birdman" because his name and hairdo are like those of a bird!
Odd tangents aside, I find it imperative to carefully distinguish between identity of a single entity and of a category. Hence, if it doesn't fold, it's a ladder. If it folds with an A-frame, it's a stepladder. If it folds without an A-frame, it's a folding ladder. If it's made of rope, it's a rope ladder.
