Here's a list of sigs tuts I've found on Deviantart, GIMPtalk, and/or other forums. These are no way, in any way, mine. And these are mostly for GIMP, but you can do the same effects with Photoshop, so don't worry. Feel free to post your outcomes to these tuts here! ^^

DeviantArt - Great place where you can find resources like brushes.
Planet Renders - Has a pretty large library of renders and fractals you can use.
http://www.sxc.hu/ - Has a hefty collection of stock images

-GIMP and Photoshop Resources-
GIMP Registry - A registry of plug-ins and scripts to further enhance GIMP's functions
http://www.techzilo.com/gimp-brushes/ - Several packs of brushes for GIMP and Photoshop
GIMPtalk - Has several different kinds of resources such as brushes, plug-ins, etc. Also has a large number of tutorials
