Yes and no, there's no clear border on Oc's.
Most of the Oc sprites on the board are made from original sprites after all.
So it's difficult to judge on this matter.
But we can all agree, then the amount of editing + some skill (be it scratching/splicing) can make a big quality difference and would produce a better- more original character.

Thanks for your answer. I know in the Sprite section of the OC contest rules you had to use I think at least two or three sprites if you went the splicing route.
