Two words: Thrift stores. (And dry cleaners' who might be selling off uncollected clothes, and places like Target which can often have very simple-designed clothing which is easy to alter and can be accessorised.)
I tend to find with the cosplays I've done (only two, so far) that thrift stores, particularly the huge Savers-style ones, often have a massive collection of weird-arsed clothing people don't want to wear because it's very dated or defies any kind of fashion standards... and this can be most excellent for cosplay.
Some things I've picked up from thrift stores have included a pair of orange houndstooth pants (which look excellent when paired with a black singlet top and Doc Martens-- too bad I've never wanted to cosplay a Townie from Bully!), a shitload of gothy and retro type clothing, and an ice skater's outfit. Things I have
seen and not bought have included priests' robes, and a red blazer with a real estate agency's emblem on it. I scored a grey school uniform jumper for a Harry Potter outfit... honestly, if you look hard enough at the right places, you can find just about
anything.
The idea I've found is to break the outfit you need into pieces and then source each one individually and then team it all together and then make any accessories relevant to the outfit.
Expect to have to tailor things a little, too. For the Dee cosplay I did, I had the slinky black dress hanging around the house, but the mesh top and the shoes I grabbed at Savers. The scarf she wears was part of a dress set I had from years ago. The butterfly? Was a hairclip purchased at a cheap costume jewellery shop.
What does Apollo wear? Other than the suit, you'll need a shirt (easily sourced) and a tie, I think-- again, you might need to tailor a tie to match specifics: art and craft shops rock here-- fabric paints and dyes, and felt and Fimo can be good for making and adding to a cosplay outfit, too. :) I like paying attention to the little details where I can: things like sock colours and glasses styles can really make an outfit come together nicely. :)
Hair? While I've seen wigs in opshops before (YUCK!), a cheaper option than the professionals might be to look at discount import shops (do you have those in the States? We do; generally everything in store is a bit dodgy and cheap) selling odds and ends or party supply places who might have cheap dressups.
Generally, the stuff I've seen on eBay hasn't been amazingly amazing, too, might I add, and the prices they'll ask can be nuts. The Trucy cosplay I did recently cost me (accessories included) probably less than half what they wanted on eBay for 'em: it just took a fair bit of time to put it all together (as in, a few hours for a couple of days assembling things-- and then the time spent sourcing stuff), and necessitated me having to get over my fear of using a sewing machine. (Which I now
have: next cosplays I want to attempt are Dahlia, April May and Edgeworth-- while I still have super-short hair.)
I don't know if I can offer more than that. I'm probably a not-so-good person to ask because a) I've only done PW cosplays twice, and b) I'm notorious for doing stuff
very last minute. (Both "Dee" and "Trucy" were put together in a matter of
days and I literally went to the cons I wore them at as I was coming off night shifts.)
Okay, so you're after an Apollo costume-- I got a bit general there. Um, the bracelet? Try a hippie-type shop selling imported wood jewellery, failing that-- an Op-shop or even a cheap costume jewellery place. The shirt? A chain department store like Target of KMart will probably have plain white shirts. The vest and pants? THRIFT SHOP. Even if you can't find red ones, if you can get something in a lighter colour, there's fabric dye. The blue tie? THRIFT SHOP. They always seem to have ties. The badge? Some Fimo rolled into a ball and squashed in the middle and cooked for half an hour with an earring back glued onto the back of it (unless you're unlike me and can find a proper badge pin back).
Good luck. You've got just under two weeks up your sleeve... if you live near a city with a few shops... it doesn't sound like an impossible feat. :)
