Unfortunately, if you're looking for a really nice Maya cosplay, it's going to involve one or the other. :/ Cosplay is an expensive hobby. The only way I could think of that might lower the cost is if you check out your local thrift stores for things that kind of look like Maya's outfit, but you're probably not going to find much given the odd style of her clothes. If you want an accurate cosplay, anything you find online is going to cost quite a bit of money because commissioners aren't cheap. There's a few Chinese sellers on eBay who sell costumes, but most of them are $100 or more and their costumes are not known for being high quality, and sometimes will be totally inaccurate.
As for the hair... again, if you're looking for accuracy: get yourself a wig and style it from there. Getting enough extensions to fill out your hair enough to look like Maya's will end up costing you just about as much money, not to mention the cost of dying it, even temporarily.
I'm not trying to burst your bubble, but if you're looking for a good, accurate costume, it's going to cost money and/or sewing skills.
