My sister is cosplaying as Trucy Wright this year and I, being the excited older sister I am, told her I'd help her make her props. [As implied, we already have her cosplay ready. It's just the magic props that we need help with.]
Somehow we want to create Mr. Hat and Trucy's magic panties.

TRUCY'S MAGIC PANTIES: Making Trucy's panties will be easy, we're guessing. We just need to buy large bloomers, dye it blue, and then paint pink hearts on it (we could possibly add some pink frill and such if we have time/if we're not lazy). The problem for us is that we don't know where to buy large bloomers. .__. And I'm not asking my parents again, because when I asked my dad he joked that my mom would probably know and I ended up playfully punching him in the shoulder.

MR. HAT: OKAY. I'm really confused on how to make Mr. Hat. @_@ We could probably do something simple, like making a paper bag puppet version of him or creating him out of toilet paper tubes and felt, but I don't know. I've never made anything to resemble a large, wooden puppet before...

What do you guys think? Any ideas? Suggestions? Back-up plans?

bloomers: why don't you try sewing your own?

mr. hat: make the wooden surface from brown cartons. the hat and everything can be made using cartons too...try using a broomstick for the base and the body...umm...styrofoams?

I'm not sure how you can make Mr. Hat, cause I'm a zero with stuff like that. But as for the bloomers, you can probably find some in the lingerie or womens' undergarment section in a department store. That would be my best guess. Hope it all works out for you!

Definitely would recommend cardboard for Mr. Hat. I was planning to make one for a friend so I've thought about the construction ^^;

Tricky part is connecting him to the back of your sister. You'd have to make some sort of harness to support him upright or use a hand to hold him up.

Heres a picture of one made of cardboard, but it required the Trucy to hold it up (Looks like shes holding it on her back with her left hand and supporting Mr. Hat with her right hand). Good luck

The bloomers I would say look for a pair in the under-garmets section of a store. If you cant find them big enough, maybe buy a pair of boxers and dye/alter those? =o

As for Mr.Hat...
No idea how to make a big one, sorry! If you can't make a big one, maybe try making a little version of him!
'And for my latest trick, I can shrink Mr.Hat down to fit in my pocket!'

I actually have an idea for the Mr. Hat (not sure how well it will work since ive never tried anything quite like it)

you could get a small pop out laundry hamper like the one below and basically build around it
