OBJECTION.I object that is objectionable

Can anyone me in on who is responsible for any items or full bins left in these situations

1- Rented property tenant moves out ( I assume it is the landlord )
2-New tennant moves in to proerty but landlord has not done anything to remove items (would iti s still be landlord or the new tennant who has to deal with it)
3- Morgauged or brought property if tennant moves in after someone has just moved out for whatever reason

So in each of these issues who is responsible for the waste left behind

in reality whoever is moving in is responsible
