Anyway, meh, it's just a piece of official art they already showed us, with some words, the Nintendo DS logo, the Nintendo Wi-Fi logo, and the game's logo. Without counting the words, a fan could have done it.

I think they are stalling the release of PL2 for the opposite reason. The first Layton is still selling well, it is still in the top 10 of the UK gaming charts, it's been pretty much like that since before Christmas. They're probably trying to maximise sales for the first one before they focus the hype on the second. They'll probably market and release the second once the sales for the first game have gone down.
