No, Nintendo wants to make money. That's why they always release the games on their handhelds in pairs. It's been working for 10 years now so why change the formula, right? They gave the idea of a console verison AND the idea of catching other trainers' pokemon a try--at the same time--ala Coliseum and XD (Both Gamecube).
Starting with the 3rd Gen I've started buying both games at the same time. Thankfully, the GTS and Wi-Fi in D/P/Pt makes it possible to complete the pokedex even if you don't know anyone in your area with a Pokemon game. I plan on picking up Platinum on Sunday when I get my DSi. Coincidentally, I already have a Black DS Lite and a White DS Lite. I also have both Diamond and Pearl. Throw Platinum into the mix and I will be able to play all three games at the same time. Wait, there's more: I ALSO have My Pokemon Ranch for the Wii so...yeah, infinite storage =D
A few people touched on this and seeing as I have an Action Replay myself, I'll comment on it: If you want Mew, Celebi, Jirachi, Deoxys, Manaphy, Phione, Shaymin, Darkrai and Arceus, either get an Action Replay or ask someone who has one to make one for you. It's beem 10 years and outside their store in New York City and prooly planned events, Nintendo doesn't seem interested in making the above Pokemon available to everyone who wants them in the US.
I don't condone people who use Mod Devices like the AR to get the Pokemon listed above. Nintendo won't give us a "Legit-Official Version" and the AR Codes I have take care of that and then some. By that I mean I can make as many as many Legit Arceus, Darkrai, Shaymin, etc. as I want without fear of penalty. Nintendo seems to think they have a right to keep these Pokemon from us while our Japanese counterparts get access from the get-go. When Nintendo starting being fair in this regard, I won't have a need to hack my game for them.
The term The Gamefaqs Pokemon Community uses for this is "Semi-Hacked Pokemon", as even though you wouldn't normally be able to get the Pokemon you still have to hack your game for if you really want it. Will Nintendo know if you hacked your game? Nope. Can using an AR hurt your game or system? Only if you don't know what you're doing.
I retired from serious battling 2 years ago. My reasons being people care too much about what Pokemon have the best stats over their favorites (IV/EV Values--a term that came into being during the 2nd Gen at Gamefaqs) and Nintendo's deadset on maintaing their target audience for Pokemon in general: kids who don't know anything about it and never seem to know what they really want.

I love trading a lot as well. I did it a lot during the games. I still wanna finish up collesuem so I can trade on Emmerald and migrate it to DIamond.
