I mean in terms of when you'd fight them. I'd guess, judging from the list Razor posted, that Atmey is completely in the middle. I mean you've got Ini, Redd, and Acro, only one of which was truly malicious, and all three of them being earlier villains (in the individual games, mind you, not the whole series.), then Atmey, then Godot, Matt, and Gant, all of whom I'd consider to be 'Higher/endgame villains.'

That is true about Atmey, besides, if he's 'mid-level,' like I brainstormed earlier, about half of his comrades would be out of commission anyway.
