Green: So the bidding war has begun, has it? This game is about buying loyalty—but I believe Pink is the wrong target. Brown: If you join myself, Yellow, and Orange, we can each offer $8,000 to Purple. Then all 5 of us would earn $42,000, and you and Orange would both end up with more than your current proposals to Pink. Of course, we could extend this offer to Red, Aqua, or Violet. Other combinations of 4/5 are obviously possible as well.

It was several moments before Brown replied again.

Brown: While that's a very tempting offer, Green, I believe I'll have to decline. Pink is already entirely reliant on donations to earn anything this round, and this deal would leave them with nothing and essentially no say in the matter.

Brown: A player can only donate to one other player, so if we go with Green's plan, the only ones who could donate are those in the poor country.
Brown: Since they are essentially "losing" the round, they'd have no incentive to give anything to Pink.

Green: An alternative: If every person in the rich country gives $23,333 to a person in the poor country, and every person in the poor country gives $6,666 to Pink, everyone will have $26,667, except Pink, who will have $26,6664.
Green: The main question I had for Zero was: What happens if multiple people reach $1,000,000 simultaneously? Do they each get their prize? If so, I believe that is the outcome we should all cooperate to achieve.

Aqua: Donations are anonymous and we cannot directly confirm anyone's cash totals.
Aqua: We can only rely on people's word.
Aqua: This certainly throws a wrench in just about every plan we've managed to come up with thus far.

Green: It’s unfortunate that Pink has been put in a disadvantageous position, but that is entirely due to Zero. Presumably Pink will have plenty of opportunities to earn money later. In fact, the prize for this round is less than 1% of the total needed to win; I do not think it’s necessary to get too caught up on this round. That all being said, what do you propose? Why should the rich country buy Pink’s vote for $10,000 each, when it can buy a poor country’s member’s vote for $8,000 each?
Green: And again, given what Zero has just told us, I believe we should cooperate for everyone to simultaneously win. If we do that, individual monetary allocations, especially at this point, wouldn’t matter.
Green: Whatever plan we adopt, we should structure payments so that each person gives to and receives from at most one person. This will make it easiest to find liars.

Aqua: All it takes is one liar and it becomes difficult to tell who reneged on their end of the deal.
Aqua: "I swear I gave A the money, they're lying to throw me under the bus."
Aqua: "I swear B didn't give me the money, they're lying to maximise their profits."
Aqua: There is no system by which we can tell which is telling the truth here.
Aqua: Astrid, I agree that everyone reaching $1,000,000 is the ideal result.
Aqua: But we cannot guarantee every round after this will allow for all 9 players to win.

Aqua: This requires a plan whereby everyone has a designated donation target, and no two people donate to the same person, as Astrid said.
Aqua: Which plans are everyone's preferences?
Aqua: It's possible to get the $42,000 plan to work even with single donation targets, but it is riskier.
Aqua: The $26,000 plan is somewhat lower risk and at least guarantees everyone starts off on equal footing.
Aqua: This plan requires everyone to agree on it, however, and already not everyone does.
Aqua: I am tempted to simply throw in the towel, vote a leader I think I can trust and hope things go my way.
Aqua: Already my plan to take charge of the situation has fallen through.
