I found it odd that Franziska was up and about and whipping Doc Hotti, what, a few hours after her surgery? (Of course, she didn't whip him nearly as much as I expected for the "frisky Friska" crack, maybe she was running on sheer pride and willpower at that point.)

Well, depending on how exactly she got hit, they may not have needed to knock her out to remove the bullet. If the shot lodged in the shoulder joint itself, then I would be surprised that she was up and whipping only hours after the fact. But if it missed the joint and got lodged in the upper arm somewhere, it's not unreasonable to imagine they just used a localized anesthetic.

Besides, assuming I recall correctly, she uses her whip with her left hand. Meaning even if she had been knocked out that the injury itself would not have prevented her from using it. And given how that case affected everybody, I can see her shaking off the pain haze from the surgery pretty rapidly through a combination of pride, willpower (aka sheer stubborness), and adrenaline.

He didnt want to remove it because even if he didnt which he didnt he could of still came back. That means he didnt want to come back!

The saying 'Like father like daughter' comes to mind. And since father murdered someone and was found guilty...Maybe daughter might do something like that?

Notice that when you see Franziska in the hospital, and ask about her bullet, she says something like:
"Don't worry, this sort of thing happens all the time."
As for the metaphorical side, it could be that the bullet represents some evil, and it stayed in Von Karma, while Franziska had it removed, and had a sort of relevation in that case, where she begins to change. Eh, I'm not too sure, I don't like thinking about figurative things.

Getting the bullet removed could almost stand for stepping away from her father's influence. The bullet partly fueled his evil and drive for revenge, maybe it is a metaphor for Franziska choosing a different path, as shown at the end of the game.

Franzy uses her whip on the left hand, based on official art. So it is very likely that Franzy whipped Dr. Hotti after she was operated on.

I can see the bullet thing as being kind of symbollic in its own way. Frannie truly was frightfully like her father in every way. She used the same dirty tactics, cared nothing for the truth, and was not above inflicting physical pain on people. And of course, she strived for perfection above all else. Her father, desperate not to leave any evidence that could link him to the killing of Gregory Edgeworth, kept the bullet in his shoulder. Frannie, on the other hand, had it removed FOR evidence. True, she had nothing to lose and probably didn't actually have a choice, but it was at that point that she seperated from her father. And soon afterwards, she helps save the day and states she's no longer fit to be a Von Karma.
