Kenji Site Update - Cell Phone Code/Samurai Dogs?

When I clicked the top one it showed me the box I recognised as the promotional, TGS08 promotional "Samurai Dogs/Bread" one.
And the other update seems like a cell phone service. My deduction powahs tell me it's a background download service, and, if my knowledge doesn't trick me, you must take a photo of the code to the right of the cellphone-image, and then do something, and you get one of those cellphoe backgrounds. I'm not sure if it works for any country out of Japan (I doubt it), but who knows.
