I dont want to use it for just phoenix wrong i want an actual casemaker which is good and easy to use.

Try learning them then. There is a guide and an extensive community for pwlib, and a full reference for pywright.
Someone did make a phoenix wrong style video with pywright, but, using flash or movie maker or something else is probably better for that.

Seeing as you need individual frames saved for lip-synch anyway, you may as well put those frames on backgrounds.
