Turnabout Velorto
Nothing is how it really looks like.

Story beginnings:
Phoenix is called to defend Velorto's interior minister Arthur Velda, who is accused to be murderer of a woman who examined history of the country. Phoenix takes flight to that newborn country, and starts his own investigation with Maya.
Alier To, Velorto's dictator, warns Phoenix about their high-ranked prosecutor. Her real identity is unknown, and she uses stage name Blueflower.
