Desperate Help with PWLib

I know this might be against the rule, but I'm desperate. I absolutly love Ace Attorney and have been around court records for a while as a guest. I want to try my hand at making my own case, but when I open PWLib I get an erorr stating that d3x9_34.dll can't be found. :(

Internet Explorer/Mozilla Firefox/Whatever explorer you are using --> http://www.google.com --> search "d3x9_34.dll" --> any link except http://www.phazeddl.com/search/d3x9_34.dll.p1.htm, it's got threats. --> Download --> Unzip in the folder where AIGE.exe is

You might get told that the dll expects a different windows version though, in which case there's nothing you can do.

As I know, Visual Studio 2005 compiles for Windows 2000 to above, need to check about it. Also as I'm aware, AIGE uses some functions from Windows API that aren't available to w98 for example. But why someone wouldn't be using at least windows xp (it is relativelly old now, and a lot more stable then 9x)?
