Looks like I get to buy the game 2 times!
The release dates were very close for GS1 and 2 with their english options so even with alot of the importers, it wouldn't really hurt the US sales that much. Plus that gave more of an incentive for japanese fans to buy a game they already played on the gba so they can improve their english skills.
With GS4, the release dates will be so far apart, having GS4 in english that early will end up hurting the US sales.

It must be cheaper because GS2 DS was a Best Price game so I can't see why it won't be cheaper.

Capcom has already said they want to release the games in America in order, so of course they would work on GS3 before translating GS4.

Unless you have some special reason to import (collecting them all, speak Japanese, etc) it'd be better, and probably cheaper, to buy domestic instead of import.

Of course, this depends where you live. In Europe, especially in the Netherlands, games are outragelously expensive. Buying the Japanese version instead of the EU version of JfA saved me €20/US$26. Including shipping.
