Is it a person's thought or a person's murmuring to himself?
You know sometimes characters in the game respond to the blue texts.
But in GS3 Case 2 whispering is clearly represented by black texts.
Any thoughts?

He...doesn't have a "poker face". Even Gumshoe remarks on how easy he is to read in 3-3.
As for the blue text, it's his thoughts. People being able to tell what he's thinking is an ongoing joke throughout the series.

Really, the only character I've noticed that can seemingly hear his thoughts regularly was Ema in 1-5. Other than that, it's something of a running joke.
