After all, she lives in the master's house. I.e. a very much upper-class house. It wouldn't be unusual at all for this house to have more comforts than the average person's home. It may well have reception when the majority of the village has none.

More seriously, maybe Maya just has a really expensive phone plan that gives her coverage even out in Kurain, and the reason they didn't use her phone to call for help in 2-2 is because it was otherwise inaccessible at the time.

Thinking about it, I find it funny that of all the ways they could have tried to find Maya during 2-4, not one person thought about tracking her phone via GPS. It makes sense that de Killer probably ditched that phone somewhere, but they could have at least tried. Or, did Maya forget her phone at home? Also plausible.
It seems the only thing it can't do is access the internet. :L

How did they recognize Shoe with his meow sound? Every living cat's meows are almost identical to each other.
Like seriously, that's completely unrealistic.
Besides, the meow can barely be heard in a transceiver's signal about to end in real life.

But as for why they thought "Shoe!" over the transmitter, I'm going to guess de Killer/Doe was a factor. Earlier that day, they ran into a butler that Engarde never mentioned, but was supposedly working for him. Shoe made an entrance, and paid a lot of attention to Pearl. Then when Phoenix was contacted by de Killer, someone who wants Engarde's acquittal so much that he was willing to kidnap Maya, he hears that de Killer just happens to have a cat as well, one that happens to sound like Shoe. Lots of people take care of cats, but meeting two mysterious men with ties to Engarde, in the same day? That can't be a coincidence.
Not sure about the transceiver point, though it might depend on how close the cat was at the time, or if such devices are improved in 2018.

Why, does Shoe meow like a tiger or is it so special that it's remarkable? What makes it so remarkable?
And here's what's undeniable: The transceiver's waves are as clear as Studio sounds. How is that even possible? Aren't they supposed to have some kind of lo-fi effect?
You won't be able to clearly hear sounds with a transceiver, let alone a cat's meow. How loud is Shoe's meow sound anyway?! Besides, de Killer was holding it, and there's no way that the cat's meow can be heard because Shoe is below de Killer, unless if Shoe scratched the living liver out of de Killer, right in his face or something.
