It's called "Congratulations, Everybody". It's also used for April May and someone else who I can't remember. I don't know why they play it for certain characters and not others though.

...Er, not that Lotta's cute exactly, but I don't know how else to describe it. She has the cheerful personality the 'cute' girls always have.
I think it might have been used for Ini Miney too, but i don't clearly remember.

By the way, that song is absolutely HORRIBLE! It's painful to listen to... I can't stand it! And they use it sooo much in all of the 3 first games.

Ah well I'm so used to hearing it play when Lotta's around that I've sort of taken it to be her theme tune. Such as Gumshoe has his own little theme tune as well whenever he's around.
Or the alternative version of the Turnabout Sisters theme which seems to be Pearls theme.
