These kinds of questions are easily answered by a trip to the main site. GS4 has no English but it is already in the process of being localized for Europe, probably also for the States (and elsewhere).

Some of us speak Japanese, but the majority of the people here have played it using walkthroughs or simply read all the spoilers.

The game itself doesn't have English as an option.
