Not exactly. He was an art student at Ivy University, but his exact discipline was never explicitly stated. As it mentions on his character page, Shu Takumi implied he was studying to become an actor, while the character artist suggests he was studying to become a manga artist. The fact that any discrepancy exists is reason enough to believe it's not official either way, and until they write the specific into the storyline, it remains speculation.
Though I will say Feenie can be fairly convincing when he wants to be, so even if he had no formal acting training, he'd probably make a very good amateur actor anyway.

Oh my God...Everytime he spoke I wanted to bang my head on something, or poke my eyes out with my pink DS pen. I thought I was going to really like him before playing, but AAAAAAAAUUUGGHHHHHHHHHH.....He's so ANNOYING! No offense to anyone that likes him but Alakazaaaaauuugghhhh...
Not to mention it took me like 15 years to find out his "habit". I looked at everything, but on my 7th try I find out he SWEATS. Arrrggggghhhhh....
