This is some kind of weird promotion Capcom is doing for GS4. It's a Flash movie of a news crew waiting outside of a courtroom for a trial verdict. The legal team rushes out, but the guy carrying the verdict falls flat on his face. However, he gets himself up and unfurls the scroll.
Which is where the weirdness comes in. They let you alter the video by inserting your own custom message (up to 10 characters) that's displayed on the scroll. What's more, you can upload your own image to replace the guy's face after he falls. You just upload an image file and they let you resize/rotate it so you can fit it.

Probably the weirdest thing I've seen from Capcom of Japan since their God Hand promo video.
