The 19th is the day they start sending them out. It takes a day to get to where it's going. The only time they get there on the day is when that is the "street date" AJ isn't a "street date" game so probably not.
I know this because A good friend of mine is a manager at a Gamestop and told me how it works for the dates. I was the preorder king back in NY... *sigh*

The game store recieves it, and if any lucky guy gets it the 19 then IT will be dumped on the internet and all R4 users will have it... just saying :P

I have actually walked in to the store as the shipment came in. Some places near the west coast sometimes get the games right away, but most of the US doesn't see them until the next day. But the area is really close to the coast.
