The eyes still look rather weird, must say, I tried to edit them to look more fitting, but she didn't look surprised after I did. :< I can show my version if you want, though.

IMPORTANT NOTE!!!
The black lines are not fart of the frames at all. When you use the sheet completely disregard the black line portion! Use everything but the lines!
And don't let looks fool you, they are moved slightly.

I like the JazzHands smilies and I like that there are people who want to try them.

The concept drawing doesn't differ much from the screenshot., but maybe it will help you. There wasn't much of the guy. (The rest of the image was all Maggey, so that didn't matter.
We don't really have any official sprites of the guy as he was a murder victim, so this is the best picture we've got of him besides the character profile. (The other three don't catch his facial expression.) What exactly are you going for? If you're trying to get his expression with Maggey in that first picture, I think you've hit it straight on. If you're trying to follow the mugshot a little more, I think the eyes don't really capture his picture. If there was some way to make the eyes look more subdued than they are now, then maybe they would fit his image a little better. Maybe if they could appear to look open? And if you wanted to make it a little more unique, his face could use a little shaping rather than just sticking to the original, spherical base. Other than that, it looks great. The hat especially.
Oh, and if anyone has any more suggestions, I think Ryu would love to hear them.. *hint* I actually don't think there were already that many... Don pretty much posted was there. And a couple of them are multiple characters as well. Like there's two Nixie ones up there, and there's two Ron Delite ones up there. (Same facial expression, one has yellow hands, the other is wearing white gloves. That's the only difference.) We have no GS4 jazzhands ones up there either. Now that the smilies are all seperated, having a few of them per game wouldn't be that bad. The more smilies there are, the easier it is to express something. And once again, the seperation helps because it's a lot easier to find them all now. Not only that, but one of my friends was really pushing me to make a Kristoph jazzhands smiley. I didn't make it just for the sake of making it. I think they would get some use. The concept also fits Will Powers extremely well if you think about it. And then Don's is based off of his OC, so that's more reserved for personal use.
(And by the way, the Kristoph one with his hair flailing in the air should be moved into the spoilers... it's currently in the GS4 section.)

Also I have a few things to point out.
1. We still have the two Jazzhands Rons, one with the gloves and without the gloves. I think we only need the gloved one. :/
doing in the GS4 category? Yes it's from GS4, but that smilie is *very* spoilerish and I think should only be listed in the spoilers category. I mean you don't see Spirit!Dahlia in the GS3 section.3. I was told that a Heart Eyes!Phoenix was already in the smilie list, GS1 category to be exact. But it isn't there, was I told wrong?

I use GIMP for everything. It let's you save pictures with a transparent background.
I made a topic a while back that has allot of advice from many of the people who helped make the CR smilies.
I posted a link in the topic, it's probably a couple of pages back.
I transparented the smilie for you.
