The first question asked is "What number do Americans choose most frequently between 1 and 33?" The three discuss their plans, and they come to a decision. All three will answer 7, which will cause a three way tie and nobody can be killed. However, when the timer runs out, one of the volunteers answers 17, breaking the tie, while the other two answer 7. A gas is released into the bright room, and all 3 volunteers are knocked out. The "doctors" who run the experiments then enter, and shoot one of the volunteers who answered 7. The reason for this is later revealed. During all this, the newcomer candidate for the "doctors" catches onto what is going on. She slowly adapts to the horrifying experiment and becomes a part of it. When the two remaining volunteers awaken, they find out that the wrong person had been killed.
When the final question is given to the survivors, it reads: "Where does the United States of America rank on the international list of overall average Intelligence Quotients?" Having had enough of the crazy experiment, one volunteer jumps on the table and knocks out a panel from the roof, attempting to escape. While he makes it to the end of the air shaft, he is easily gassed and brought back to the room. Having run out of options, the volunteer who previously attempted to run away, sets up the situation so that the other volunteer answers incorrectly and will therefore be killed. (The first volunteer had read about the answer in Time Magazine.) When the timer runs out though, the second volunteer points the gun at the first volunteer, and says: "I would've never made it...BUT YOU WILL!" and sticks the gun in his mouth, trying to kill himself and save the other. At this moment, the "doctors" enter, and shoot the first volunteer, and they wrestle the gun away from the second volunteer. The last remaining volunteer is dragged out of the room, where he eventually gains the chance to attempt an escape.
It is revealed in the final few minutes of the movie, that the young woman candidate has fallen too far into the project, and when the surviving volunteer runs towards her, she locks him out, forcing him to try a different route. She is then fully accepted into the program. As the survivor is chased through the facility, the female candidate and the leader talk to each other, revealing that the project is a similar adaptation to the MK-Ultra program, which guarantees that 1 out of 20 American citizens can strongly develop apoptosis in their cells, causing them to emote their willingness to die for the benefit of their country. The plan is to find these special citizens and train them to willingly cooperate as human suicide bombs, using C4 bombs/C4 suits in the war against the Muslims, taking place after the events of 9/11.
In the final moments, the doctors force the survivor to run through the facility in a predetermined course, where he eventually ends up at a dead end, with a single door being his only option. He bursts into the room, and is shocked to see that it looks just like the room he was just trapped in. Inside, three men are bound to chairs (it is assumed that they are an enemy force, to possibly invoke the hatred necessary to be a suicide bomber.), and the doctors close the door behind the survivor. A voice announces through the P.A., "Congratulations. Welcome to Phase 2." It is definitely assumed that while Phase 1 is identification (finding a candidate that has the strong development of apoptosis), Phase 2 is indoctrination, where the subject will eventually think and act like a suicide bomber. Such a chilling ending, it had been assumed the 4 phases involved the 4 volunteers, but it was the stages of the experiment. If Phase 1 was that insane and nerve-racking, I seriously wonder how torturous the other 3 phases would be.
