I go away for a little bit to do other stuff and it devolves into a flame fest and death threats while I'm gone. Charming.
Three things to note:
1) Dulla, it's really not your style to be an antagonising jackass man, I don't know why you've suddenly started doing that on CR in every other post and especially in this topic. Pokémon fans are invariably majorly into the fandom and especially into a specific corner of it, and if that wierds you out, this is not the topic for you.
2) Yara, go outside. Get fresh air. Do something other than Pokémon. Seriously.
3) Because I'm a little late to the party, I'll just give a (relatively) short comment on this:
Generally, the Smogon competitive tiers are highly respected amongst the community because they are designed to provide a tournament environment where every Pokémon is potentially useable in battle. They therefore rate Pokémon based on these key concerns:
A) Does the Pokémon have some kind of ability that gives it a massive advantage of some kind against the enemy team significant enough that it would show up in almost every team?
This is why the Uber (too powerful for Overused [OU] tier) and Borderline [BL] (too powerful for Underused [UU] but not popular enough to be OU) tiers exist, to remove Pokémon that would unbalance the relevant tiers and show up in every single team. This is why bizarrely Wynaut is banished to the Uber tier despite the fact that no-one would ever use it over Wobbuffet. Remove Wobbuffet from the picture though (it's also Uber) and suddenly Wynaut would be a mandatory addition for any stall team.
B) How often is it used in tournaments?
A Pokémon has to be used in 20% or more of all competitive teams to be classed as OU. This generally but not explicitly implies that the Pokémon has a disproportionate number of strategic uses compared to other Pokémon, is useful to the player more often and thus is in teams more often and is above-average without being broken.
C) How flexible are your options when using this Pokémon in a team?
Related to the above point, what you can actually realistically do with this Pokémon taking its stats, type, learned moves, tutor moves and TMs into account will affect the Pokémon's tier whether it's popular or not.
D) How prone is the Pokémon to being one-shot or two-shot before being able to fully employ its particular strategic use in battle?
The best example is Charizard: before the introduction of the Stealth Rock move in Gen 4, he was classed as OU and very popular. Stealth Rock however is a Rock-type move that damages a Pokémon for 15% of its maximum health modified according to its weaknesses and resistances - and Charizard is doubly weak to Rock. Getting 60% of its health blown clean off just by entering the battle made Charizard a free KO and NU. This is also why most Pokémon with poor speed are also NU.
E) Is the Pokémon strictly superior/inferior to another Pokémon in terms of A, B, C and D?
Example: Infernape and Blaziken are very similar Pokémon that perform very similar roles in teams, yet Blaziken's movesets and stats make it prone to being KOed easily or even KOing itself and it isn't very good at using special attacks. Infernape can use Physical and Special Attacks equally well with the appropriate EV training and isn't very likely to be killed in one hit. Thus, Infernape is OU and Blaziken is UU.
In Gardevoir's case, it's NU because it doesn't have a great deal of utility available for it compared to other Pokémon yet where it does have significant utility, stats and typing is as a Special Wall, and there it is completely outclassed by Cresselia which can also wall Physical moves on top of doing everything Gardevoir can, except for the Trace ability. Then when taking OU and above out of the picture, its particular special skills are generally not required nor useful in a team.
Also important is that UU Pokémon still show up in OU games, just not as often. The same goes for NU Pokémon showing up in UU games, only more rarely than UU Pokémon. OU Pokémon also
In other words, Gardevoir is NU as it's not popular, is more limited than other Pokémon that can perform the same roles as itself in a team, has significant weaknesses that cannot be compensated for and it's too slow to do its job without being quickly KOed.

My heartgold team currently only has Typlusion and Bellossom at the moment but since I need to get to Bell sprout tower, that will probally be more than I need. I find it quicker to train it up on diamond feed it some tms and moves that will be good and then move it back.

Well, I've never beaten two rounds in a row in open level in the battle factory. I got up to the frontier brain on my second try in level 50. Level 50 is so much easier for me xD (Even if I didn't win, I still got there.) There's more room for error, I think...
Anyway, I was doing the Battle Factory to get BP to do the BT, but I just got the stuff I needed online. Anyway, my Umbreon/Starmie/Machamp team is... well, almost done. The one thing that's missing is my Umbreon's Moonlight, but my friend said he'd grind umbreon up to level 71 to get it. I still tried going through to see how it worked, and I gotta say, my team is awesome. ...of course, it could be that it's just because it's the first round of level 50. But I hope not :)

Prolly no Sevii Islands b/c they just didn't feel like it.
Cinnabar wasn't in the original G/S/C.
They probably included gen 3 legendaries in HG/SS to make them more accessible.

I beat Red/Ash on my second try, mostly because the first wasn't really a serious attempt; I just wanted to see what I was up against. Don't remember exactly what I used, but I know I led with Tyranitar (negating the constant hail helps a LOT in this battle) and had Empoleon and Ampharos. Those three pretty much took care of everything Red threw at me.
I try to not use legendaries, but I am training my Mewtwo now for fun.

My friend also gave me Torterra (LV. 63) Infernape (LV. 54) Salamence (LV. 71) Jirachi (LV. 10) and finally Duskull (LV. 17)
However like I said I evolved Duskull into Dusclops. It has a decent moveset. Im just gonna make it something that troubles your status. As of yet it has

Yeah, Confuse 'em, burn em, curse 'em. It works suprisingly well at chopping off HP.

Thats my next step. Its only just evolved at level 37, should I evolve it now or wait a bit?
Actually I think I'll evolve it now because the only other move its going to have is protect, so whats the point waiting?

Also, it doesn't seem very fair to say a legendary is better than Gardevoir (how many times is a legendary NOT better than a non-legendary counterpart?), and Stealth Rock is by far the worst new move in 4th gen. Too many pokemon can use it, it's too powerful against too many pokemon, and the only way you can get rid of it is with an otherwise useless move that very few pokemon can use in the first place.

I know what you mean. I love the games, but I'm not as serious a player as others, so I just end up feeling inadequate when people start an intense argument. So I just laugh instead.
I'm trying to be good with HeartGold and resist the temptation to use Platinum to hurry myself along. I feel like it ruins my experience. I mean, part of the reasons victories were so great when I played the games as a kid were because of all the time I spent training up my Pokémon. It's tedious at times, especially when they get to be higher in level, but ultimately worth it.
At the moment, I've just finished defeating the Kimono Girls (not catching Ho-Oh just yet) and instead I'm focusing on training my party and breeding Eevees like crazy. I want to have at least four different Eeveelutions in my party and an Arcanine (I'm leveling my Growlithe up to Lvl. 48 before using a Fire Stone so that he'll have learned Crunch, Heat Wave and Flare Blitz). However, this is my current party, all in their early 40s as far as leveling:
- Typhlosion; named "Nicodemus"
- Kadabra; named "Sherlock"
- Pidgeot; named "Watson"
- Gyarados; named "Gregson"
- Growlithe; named "Bradstreet"
- Haunter; named "Moriarty" OR an Egg (I'm breeding Eevee like crazy, like I said)

This is the most fun way to play, for me. The competitive scene is interesting, but too full of RAAAAGE and elitism for my liking. We should have a battle sometime, with our non-strategical Pokes (though I have attempted to make some of mine use INTENSE strategy).

I'm not part of the Smogon community so I can only guess but from what I inferred from my reading around on it they base it solely on their own (enormous) competitive tournament ladders which are large enough to get a useful sample size with.

There are a large number of legendaries in OU because they have significant vulnerabilities that another non-legi can tear them to shreds with. Celebi's the best example as it has about seven weaknesses that tear it a new arse if it goes up against them in battle. The fact that it's a legi with awesome all-rounder stats stops it from getting one-shot on contact and then it has a lot of very unique utility on top of that. These days a lot of legis are only legendary because there's only one of them in existence in game canon rather than because they're substantially more powerful than the best non-legi Pokémon. Of course then there's the Uber-tier legendaries that thoroughly embarass anything that isn't Uber in combat, but that's why that tier exists. :P

Spikes was always useful and so was Rapid Spin as a consequence, just not subject to type bonus and epic nukage damage because it was a Normal move. Still, I agree for the most part and I suspect Stealth Rock will be nerfed in Gen 5.
You may find yourself more interested in UU-tier play from the sounds of it.
Does we even do these things anymore?
