The birds are rendered on a different layer on iOS, so ignore that. However, this is an example of not blinking. This is a very common issue on the HD sprites.
Note how on the DS you can see Acro's wristbands. You'll always see 'more' of a character on the DS version, but with less detail due to the different aspect ratios between the DS and iPhone, which actually puts it identical with the GBA.

The dithered transparency is more pronounced on the thumbnail then the full sized version. On the other hand, due to limitations of the GIF format, the DS version doesn't show the transparent shawl.

Whoever's been working on ripping the sprites might be able to clarify on that though; I never really thought the original sprites had too many frames in them anyways. They were on low budget to begin with.
The HD is only good for static images anyways.

Actually, they did cut out frames. The original animations may have few frames, but some of the HD ones have even less. It's just as nevertalk said: Luke Atmey's HD animation has only two frames for the mouth (opened and closed) while the DS one has a third frame.

It seems to me that the larger sprites never had those extra blink frames to begin. Think about it, the HD sprites seem like they're straight from the core drawings we've seen in the art books, which were used primarily to be "pixelized" for the GBA and it's small resolution, I don't think any of the artists back then thought to themselves they'd be making an HD version of their games, so only major animations were drawn, all the other minor animations such as, blinking, mouth movements were probably made AFTER they were already "pixelized", so now in this HD remix Capcom got lazy and gathered the only things they had, these "core" drawings and major animations, dismissing the small additions added post-pixelation process. They could have easily added more frames, but that requires a bit more labor, more money etc. Well anyway that's my theory...

It's decidedly worse on the thumbnail then the full sized version. Click the HD thumbnail to see the full version. But it's still noticeable and horrible when you play it. It really doesn't make sense to me. The sprites are saved as PNGs, so should've been easy enough to use some proper transparency there. But for whatever reason, Capcom didn't. Sure it wouldn't have made for good sprites for us, but I'd rather the game not be sacrificed.

there are definitely frames missing. I noticed right away with one of edgey's finger waving animations. It's not a huge deal, but for anyone wanting to use these animations for anything other than single frames they need a lot of touchup.
