Browsing through the game, offical art, fanart, and cosplays, it seems there is no 'offical' or final work on what colour her hair is!
In some pictures it looks grey, some white, some blue and some even green. I mean seriously.. what colour IS it?.

The first Franziska has a sort of Aquamarineish coloured hair. I can't say about the second one because the artwork's pretty dark-toned.
The two to the right, according to wikipedia and me~ is a color similar to either light blue or "powder blue", with a touch of gray.
I'll just say powder blue judging from the in-game sprite~
