They actually look very different. Particularly the pointing hand. In the first one he has a thin finger that extends a good ways out of the hand and something that actually looks like a fist, while in the lower one he just has two blobs you have to 'assume' are a pointing finger and a fist, and the finger doesn't extend outward nearly as far. Also, his ears are much larger in the first pic.

Gamespot tends to make their own images for things, so I'd say we're getting the Capcom one.
