I recommend using a pattern for a raglan-sleeve jacket. Note how the sleeves don't end at the shoulder like most shirts/sweaters do, but they go all the way to the neck. Look for a pattern like that.
As for the fabric choice, try looking in the sportswear section. Usually they have some reasonably priced poly/cotton blend in a large variety of colors with a good thicker weave for that kind of thing. Whatever kind of fabric you choose, just be sure to check the drape, thickness, and sheen. Bring a printed out picture of him to the store with you to help you get as good a choice as you can for both pattern and fabric choice. In fact, it wouldn't be a bad idea to bring your DS and flip it open in case you're wary of the color accuracy of your printer. It doesn't sound like a big deal, but I've made some regretable color choices due to bad printer colors.
One last bit of advice: do not put anything with an iron-on in the washing machine. Ever. It will crack and peel and make you cry. Hand wash it in the tub with detergent, air-dry, and iron gently.
