Capcom USA changed the names for two reasons: They didn't want to get sued by Mike Tyson for likeness of images, and they thought "Vega" was a pretty weak sounding name for a last boss anyway.
Because of this confusion, the US SF2 community uses these nicknames to make it easier:
Balrog(US) -> Boxer
Vega(US) -> Claw
M.Bison(US) -> Dictator
