Once people are married they can adopt right away.
If two people are just engaged then they can't "officially" adopt yet, but they can decide on if they want to adopt someone.
For example, lets say that I wanted to adopt someone, Sklarvv and I could decide now if we want to adopt them, but they won't be official until after our wedding. (Unless we just skip an RP wedding and elope. And I'm leaving that up to Sklarvv.) ;D
EDIT:
I also just want to recommend actual RP weddings, they make it more personal and a little more special.
But try to get them done fast if you do have one. They only need to take a couple of hours at most.

As of now... most all guys are free.
I think the only official couples are Winged Cloud/Comfortably Numb and Donald Serrot/Sklarvv.
