Apollo might not seem like the brightest bulb in the box, but you'd have to be pretty foolish to endanger their job/life/not being in prison in that way. Even if she develops a crush on him, as teenage girls sometimes do, it's his responsibility as an adult to keep his hands off.
That's not to say that they might not become interested in each other later in life, but Phoenix will surely let them in on the secret before then. I'm sure many of you have heard the formula for the youngest age you can date without being creepy, it's (your age/2) + 7. For Apollo, that's 18, which is the age of consent in California anyway. When Trucy starts to approach that age Phoenix will surely spoil the spoilers for them.
