Seems that most people hate him and I don't understand why. I, personally,would take him over just about every Sonic character other the Sonic, Tails, Knuckles and Robotnik. I'll picked him even over Chaos.

Rugal is awesome. Other than how annoyingly cheap he was in the KOF games (Magaki has taken the title of worst cheapest from him and Igniz), I always thought he was pretty badass.
