I don't think they are rumors. I think it is all information from the game magazines, Capcom website, and TGS trailer that say Mikumo is a theif.

Mister Edgeworth, I hear Mikumo got arrested again... apparently she got charged with assault after she beat up a group of police officers in a botched robbery attempt. Finally! I was so tired of her following me around, now I have to get rid of you and I'll finally get some peace and quiet around here-- Any news on the case? WHAT?! I THOUGHT YOU WERE IN JAIL! I broke out. The officer in charge of gaurding me fell asleep on the job. (...Is our police force really that incompetent?!)...Maybe Franziska would like her...
It is most definitely funny. XD The problem is that it sounds like it'd actually happen...and that it's already in the script...which is kinda scary when you think about it. (Wonder if the Chief of police was the guard...XD)
Meh, I'm betting she's a thief but not a notorious one like Masque DeMasque. ^^ Hey, you could steal from the police and no one would probably notice.

In all seriousness, I imagine her being kind of like Trucy or Ema. What if she got involved in a case, and used that as an excuse to help him out ("I'm a professional thief! At my age, no less!"), then just continued following him around?
