Does she wear a skirt, or long flowy pants? I've seen it both ways, especially her official art, and i intend to cosplay her. DX

Well I know she looks like she's wearing pants in the official art, but her back sprite makes it look like a skirt D: so i'm still a little confused

I just looked at her page from the art book. It looks like a skirt. The mini sprite of her at the witness stand also indicates this.
