Extremely easy provided you've got a Violator Gear, the problem is that it's a 9 form boss, each form taking way too long for such an easy battle. You will literally spend more time looking at your screen than actually playing the game for this boss.

Aside from jumping around the screen, he summons swarms of locusts to attack you from various directions.
Even after learning the pattern of its attacks, it's almost impossible to get through this in one piece.
Not to mention getting caught in the locusts' path almost always spells certain death unless you're properly equipped with healing items.
Clearly one of the most annoying CV boss of the Metroidvania era.

Spoiler: Legend of Dragoon Final Boss
Vellious the Warlock from Final Fantasy Tactics. Not only does he have several demons at his side that can blast huge portions of the landscape, but he is capable of afflicting multiple people with confusion and petrification. It took me something like twenty tries to beat him. Not to mention that you fight his host body first, alone, who can kill you across the map.
Also, Ozma from Final Fantasy 9. I lasted about 9 seconds against it, and didn't even get to attack (and I was powerful enough to decimate the final boss easily).

Technically he's a rival, not a boss, but I think it counts anyway.
In Need For Speed: Most Wanted (playing the 360 version), #9, Eugene (Earl) is VERY FREAKING ANNOYING. I speed past him in the last rival race (My car's faster than his, from what I can tell in the guide) but when I get to the last fourth of the race, he SPEEDS AHEAD and STAYS AHEAD. I don't know how, I don't know why. All I know is that after six tries, I'm pretty damn pissed. (I won the first race extremely easily.)

One Piece: Unlimited Adventure - Admiral Ao Kiji
Don't get me wrong. Ao Kiji is in my top 5 favorite one piece characters list, but he is annoying to fight against in story mode.

Just curious, but who were your six characters?
I used (in order) Meta Knight, Luigi, Lucas, Diddy Kong, Captain Falcon, and Link (I think).
He only used that shockwave on me once in SSE and I killed him with Luigi. I had no need to use the other four.
Even in Boss Battles mode with one stock, Tabuu's shockwave attack didn't KO me. Rather, it sent me flying and I recovered to defeat him. I think your damage has to be 30-40% or higher to actually KO you, but that's just my hypothesis based on memory.

I guess another annoying boss would be... oh my God. MARGULIS. Margulis in... I think it was Xenosaga II, where he stops you at this random place and him and Jin have a big beat-out. ... That was probably one of the most annoying things I have ever, ever been through. Especially because the disc was crap and the FMVs kept cutting-- I thought it was going to freeze just after I'd beaten the boss. D8

For once, I agree. ESPECIALLY if you've taken a very, very long time to bring down the Hit Points of the Pokemon.
